<p>Those comments and others have been collected by a group of advocates for women running for office who are monitoring what they consider a &#8220;highly toxic&#8221; media environment that makes it difficult for female candidates. </p></blockquote>

<h3><a name="earl">STATE OF EMERGENCY DECLARED IN VA FOR HURRICANE EARL</a></h3>
<p>Hurricane Earl is expected to pass Virginia early Friday.  The Governor announced a state of emergency to allow officials to prepare. <p>I am hopeful that you have found the work that I have done for the 46th  District and for Virginia  to be outstanding.   In order for me to continue my work, I will need to win my re-election campaign in 2011.  I cannot do that without your help, it is that simple. <h2>ANNOUNCEMENT OF EXTENDED HOURS AT THE VIRGINIA DMV</h2>

<ul>
<li>Thursday, September 2nd, DMV will be open until 6pm </li>
<li>Friday, September 3rd, DMV will be open until 6pm </li>
</ul>
<p>In  Alexandria, DMV has also extended hours on Saturday, September 4th  closing at 6:00 pm; the Fair Oaks location will not close until 6:30 pm  on Saturday.  </p>
<h2>I WANT YOUR IDEAS</h2>
<p>Several  weeks ago I announced that my office has started to put together its  legislative package and I asked for ideas from you. I have had several  excellent proposals which will be pursued.  I am still interested in  receiving ideas.   If you have an idea of how Virginia can do better on  any front, from crime prevention to helping small businesses, I want to <a href="mailto:info@charnieleherring.com" target="_blank">hear</a> from you. </p>
<h2>LEARN MORE ABOUT THE 2011 REDISTRICTING PROCESS</h2>

<p>The  Redistricting Subcommittee of the House Committee on Privileges and  Elections will hold a series of public hearings.  The date set for the  Northern Virginia area is Thursday, October 5th at 7:00 pm.  The meeting  will be held at Mason Hall on the campus of George Mason University. </p>

<p>McAuliffe and his wife, Dorothy, will host a Sept. 26 reception for  the Farm Team &#8212; one of the main fundraisers for the group this year &#8212;  at their McLean home. His wife has been involved with the organization  before, but it&#8217;s McAuliffe&#8217;s first time hosting an event.</p>

<p>The Women of Courage and Truth reception will feature the unveiling of a portrait of 16-year-old Barbara Johns, <a href="http://www.washingtonpost.com/wp-dyn/content/article/2008/07/21/AR2008072101735.html">who was at the forefront of the movement to end school segregation in the 1950s.</a></p>
<p>McAuliffe, who lost his party&#8217;s nomination for governor last year, is widely expected to make another run for governor in 2013.</p>

<p>Last  Saturday&#8217;s Community Drop-in session was well attended. The discussions  included school challengers, the proposed Lincoln Reviewing the Troops  at Baileys Crossroads anniversary celebration in November and the  secondary effects of the BRAC plans on traffic and parking in District  38. Thank you to everyone who came to meet with me.</p>
<p>                        My next Community Drop-In Hours session is this <strong>Saturday, August 28</strong>, <strong>from 10am to 12pm, at the Thomas Jefferson Library</strong>,  Conference Room, 7415 Arlington Boulevard, Falls Church.  I am  delighted to be joined by two School Board members on Saturday: Sandy  Evans, Mason District, and Patty Reed, Providence District.</p>

<p align="center"><strong>Back To School Safety Spurs <br />
                      New Crosswalks for <br />
                      Sleepy Hollow Road</strong></p>
<p><img src="http://www.saferoutesinfo.org/guide/engineering/images/marked_crosswalk.jpg" align="left" height="119" hspace="5" vspace="5" width="180">I  was contacted last week about vehicles not slowing or yielding to  children crossing Sleepy Hollow Road. I  immediately immediately  informed Virginia&#8217;s Department of Transportation. Within 3 business  days, V-DOT painted crosswalk stripes to aid in children crossing Sleepy  Hollow Road near Sleepy Hollow Elementary School. </p>
<p>                      According to  Safe Kids Worldwide, approximately 630 child pedestrians, 14 years of  age or younger, are killed each year. And, children sustain over 39,000  non-fatal injuries each year. A number of national surveys on subjects  relating to school safety have found that nine out of 10 crosswalks  within the vicinity of an elementary or middle school shared two common  hazards: cross walks in poor condition or not present; drivers failed to  stop, or stopped and made illegal turns.</p>
<p>                      Let us all be mindful of our child pedestrians, especially around our schools.</p>

<p align="center"><strong>Environmental Awareness and Action </strong></p>
<p><img src="http://www.il.nrcs.usda.gov/news/publications/brochures/images/WhatYouDo1.jpg" align="left" height="118" hspace="5" vspace="5" width="151">Last  week I reported on Environmental &#8220;Teachable Moments.&#8221;  Besides having  the right to demand accountability for risk-cost benefit analyses, we  all need to be aware of and protect our local environment. </p>
<p>                      I  have convened an Environment Advisory Group to focus on environmental  issues here in District 38. A common thread throughout our discussions  has been awareness and education, starting with the amount of trash,  pesticides and herbicides, and dog fecus that wash in to our natural  streams through storm drains and our own backyards. I will periodically  report to you on our discussions and activities. </p>
<p>                      In the meantime, I hope you will join me in signing the Sierra Club petition to Protect Communities From Toxic Coal Ash.</p>

<h2>REMEMBERING THE DREAM</h2>

<p align="left">As many of you know there will be two politically divergent groups that will convene at this weekend at the Lincoln Memorial grounds. One group led by Glenn Beck are rallying to show their support for US Troops. The other group, led by Rev. Al Sharpton are rallying to commemorate Rev. King&#8217;s speech. I am hopeful that both of these groups will take time to recognize the courage and honor that the Rev. Martin Luther King, Jr. has given to our country. He simply was a drum major for justice who had the courage to continue to speak for equality in the face of death threats and words of hatred. On August 28, 1963, he led a demonstration which he rightly projected as &quot;the greatest demonstration for freedom&quot;. His words still have relevance today. </p>

<p>On  August 18, 1920, one man, Harry Burn, changed his vote in the Tennessee  state legislature from a &#8220;Nay&#8221; vote to an &#8220;Aye&#8221; vote and Tennessee  became the 36th and final state needed to ratify the 19th Amendment  enfranchising women. While it was one man&#8217;s vote at the urging of his  mother: &#8220;don&#8217;t forget to be a good boy and help Mrs. Catt put the &#8220;rat&#8221;  in ratification,&#8221;  that officially secured the 19th amendment, it took  years of hard work, dedication and sacrifice from a cadre of women to  make the right to vote a reality. As we celebrate the 90th Anniversary  of woman suffrage, we thank the men who ratified the amendment, but more  importantly we pay a special tribute to the thousands of women who gave  everything they had for the right to vote. </p>

<p>The  fight for suffrage became an organized and public struggle in the U.S.  following the Seneca Falls Convention in 1848. Prominent leaders such as  Elizabeth Cady Stanton, Lucy Stone, Sojourner Truth, Lucretia Mott, and  Susan B. Anthony began campaigning for the right to vote at state and  federal levels. Years of hard work led to woman suffrage in only a few  states, and new leaders such as Carrie Chapman Catt, Ida B.  Wells-Barnett, and Harriet Stanton Blatch arose as the original leaders  began to pass away.  </p>

<p>In  1912 a 27 year old woman named Alice Paul journeyed to Washington to  take over the Congressional campaign of the National American Women&#8217;s  Suffrage Association. She was supposedly to perform the symbolic duty of  requesting that Congress introduce the 19th amendment each year, and  operated on a budget of $10. By March of 1913, an elaborate march on  Washington, DC, was held and suffrage started to become a national  issue. Months more of campaigning led to enfranchisement in a few more  states, but after several deputations to the President, regular lobbying  pressure on Congress, and efforts to defeat the Democrats &#8211; the party  in power &#8211; in the 1914 and 1916 elections, Alice Paul, Lucy Burns, and  other leaders of the National Woman&#8217;s Party (NWP) were disappointed with  the lack of progress made on suffrage. In 1917, the NWP took the bold  step of picketing the White House for the first time in the history of  the nation. When the U.S. entered World War I, the pickets held banners  demanding to know why the president would fight for democracy abroad  while denying it at home. The pickets were ignored at first, then  arrested and released, then arrested and sentenced. Sentencing of the  pickets led to outrage and charges of political imprisonment.  Dissatisfied with their government, the prisoners went on hunger strikes  and were force fed, to the growing shock of a nation fighting a war  abroad and looking for peace and democracy at home.</p>

<p>Agitation  of Congress and the White House by more than 100 women prisoners and  even more pickets along with the national press focus on the issue of  suffrage finally worked in favor of women, and the 19th Amendment was  sent to the states to ratify. Tennessee did become the 36th state to  ratify the Amendment which was officially added to the Constitution of  the United States on August 26, 1920, but the state legislature is not  the hero in this story, nor is Harry Burn. The heroes of suffrage are  the generations of women and girls who gave their lives, their fortunes,  their time, and their hearts to the cause. On this 90th Anniversary,  remember the many women who made woman suffrage a reality for American  women today. </p>

<p>Votes for women were first seriously proposed in the United States in  July, 1848, at the Seneca Falls Woman&#8217;s Rights Convention organized by  <a href="http://womenshistory.about.com/library/bio/blstanton.htm">Elizabeth Cady Stanton</a> and  <a href="http://womenshistory.about.com/library/bio/blmott.htm">Lucretia Mott</a>.  One woman who attended that convention was Charlotte Woodward. She was  nineteen at the time. In 1920, when women finally won the vote  throughout the nation, Charlotte Woodward was the only participant in  the 1848 Convention who was still alive to be able to cast a vote,  though she was apparently too ill to actually cast a ballot.</p>

<h2>GOVERNOR&#8217;S REMARKS ON THE FISCAL YEAR AND FORECAST<a name="forecast"></a></h2>
<p><img width="228" height="182" src="http://ih.constantcontact.com/fs045/1102444973536/img/43.gif" align="left" alt="BRAC" name="ACCOUNT.IMAGE.43">This morning, Governor McDonnell provided comments on the economic health of Virginia before the Joint Meeting of Senate Finance, House Appropriations and Finance Committees. He noted that Virginia&#8217;s unemployment rate remains unacceptably high at 7%. This means that nearly 300,000 Virginians cannot find work. He noted that Governor Tim Kaine made tough cuts to the budget prior to leaving office and exercised conservative judgment on the revenue forecasts. This, in part, has lead to the small growth in our economy. One should also note that President Obama&#8217;s economic stimulus program has also contributed to the growth. <h2>NOVA BRAC COMMUNITY WORKING GROUP UPDATE<a name="brac"></a><br />
 DRAFT ENVIRONMENTAL ASSESSMENT OF SOUTHERN SECTION OF I-95 HOTLANES IS NOW AVAILABLE</h2>
<p><img width="225" height="187" src="http://ih.constantcontact.com/fs045/1102444973536/img/56.jpg" align="left" alt="BRAC" name="ACCOUNT.IMAGE.56">The draft environmental assessment for the Southern Section of the proposed I-95 Hot Lanes is available for review at the Virginia Department of Transportation&#8217;s Website (click <a href="http://r20.rs6.net/tn.jsp?et=1103625923220&#038;s=1524&#038;e=001-UPoAU_L2ZZYv8lELraIwvPCeR6uEcS0V06Xbo_MgK1MWV3LE3pXd3oGfDhnZocZlKdCZiNZGHXpJ9BUGAw0E719L00b6u85mdynvpsYDlsEu6ybPdTuPwUtXi6oQDYOg_rVht04q2_dkH2hesbl6JhwM6BP2-aSZCVFUtdMNVTePlR_ig2uNKlmKlGjxKOHOV4e8KFbEgash4BgnHzq85A5XwrpLTlTOPyQlrkvcXPz2QL8u4X_6Q==" target="_blank">here</a> to read the assessment). The Southern Section of the Hot Lanes would be built in the median of I-95 from Dumfries to Massaponax. There is an opportunity for public comment. </p>
<p>Virginia has spent years planning the toll lanes with Fluor-Transurban, but the parties have not yet signed a final financial agreement, which is needed before construction can begin. </p>
<p> My office has been working to schedule a presentation on the I-395 Hotlanes Project which was requested by members after our first meeting in July. A final schedule for that presentation is expected by next week. Watch this newsletter for a date and time. </p>
<h2>REPORT ON JOINT SUBCOMMITTEE ON SUBSTANCE ABUSE PREVENTION AND TREATMENT<a name="substance"></a></h2>
<p>Yesterday I was in Richmond to attend my first meeting of the Joint Subcommittee on Substance Abuse Prevention &amp; Treatment. We reviewed current funding sources for the prevention and treatment. The four largest funding sources in Virginia for Substance Abuse Prevention and treatment are general fund revenues (generated from liquor sales through the Alcohol and Beverage Control Board), federal funding, fees and local funding. Certainly, I expect that we will monitor the findings of the Governor&#8217;s Commission when we look at funding sources for policy initiatives for the next legislative session. With respect to access, there is what I consider a serious problem. The average wait time for consumers from the first call for help to enter active outpatient treatment is over 25 days. This must be addressed.</p>
<p>The Subcommittee is expected to meet September-November of this year. During, the next meeting we will consider the impact of federal health care reform on substance abuse treatment and prevention services and the potential impact of changes in federal law and policy on services in Virginia, among other things. When the September meeting is scheduled, I will advise you of the date in this newsletter. Meetings are open to the public. </p>

<p>The summer is quickly coming to an end and soon we will all be embroiled with Back To School activities and campaigning for the November elections. </p>
<p>  But, before you call an end to summer, please take time to meet with me. I still have two more Community Drop-In Hours sessions before the summer is over. <h2>Kaye&#8217;s Legislation Helps Charitable Organizations</h2>

<p> <img width="101" height="120" src="http://images.veer.com/IMG/PIMG/MPP/1547748_P.jpg" align="left" hspace="5" vspace="5">I introduced legislation that allows school boards&nbsp;to donate  obsolete laptops,&nbsp;other computer equipment, and surplus property to  501(c)(3) charitable organizations. This was one of my first legislative acts  because several years ago, while on the School Board, I wanted to donate school  buses to a charitable organization. After doing so, we learned through the  attorney general&#8217;s office that that was illegal. We were required to take back  the school buses. I think it is a win-win to donate obsolete property to  charitable organizations willing to put it to good use. Moreover, bridging the  &quot;great digital divide&quot; is paramount to helping our community. </p>

<h2>Environmental  &quot;Teachable Moment&quot;</h2>
<p><img width="107" height="68" src="http://www.southernstudies.org/images/sitepieces/VA_offshore_drilling_map_horiz.jpg" align="left" hspace="5" vspace="5">Off-shore  drilling along the Virginia Coast presents an enormous risk, just as it has in  the Gulf of Mexico, which is why President Obama canceled plans for proposed  lease sales off the Virginia coast.</p>
<p><img width="110" height="69" src="http://img.neoseeker.com/v_thumb.php?type=news&#038;articleid=14363&#038;image=1" align="left">&nbsp;And, while the  Virginia Offshore Wind Development, which became effective on July 1, 2010,  offers lower risks than offshore drilling, there are still inherent risks that  must be mitigated as much as possible in advance of actual development.</p>
<p>In each of these cases, the public has a right to demand that economic risks of  these activities be estimated objectively by disinterested experts and that the  costs of prevention be incurred by those responsible to ensure that the risks  are manageable.</p>

<h2>Celebrate  The&nbsp;90th Anniversary of <br />
  Women&#8217;s Right To Vote</h2>
