<div>My  Community Drop-In Hours have been very helpful for me, as I hope they  have been for you. During one of the sessions, I was joined by Mason  District School Board Member Sandy Evans. And at a another session, I  was joined by Providence District School Board Member Patty Reed.</div>
<div>One issue raised by a constituent was  determining what opportunities there are for minority voices to be heard  by the General Assembly.  We talked about some general ideas and  opportunities, and I also suggested that a larger group make an  appointment or just stop in at another community hours meeting so that  we can discuss more specific actions that can be accomplished. Other  issues raised have included:</div>

<ul>
<li>school construction funding;</li>
<li>legal forms of a civic association, homeowners association and community association;</li>
<li>the impact of different pieces of legislation that went into effect on July 1;</li>
<li>state regulation of HS credits; and,</li>
<li>how Virgina is going to increase its college graduation numbers.</li>
</ul>

<div>I am having another community hours session tomorrow, Saturday, July 24, from 10am to 12pm, at the Thomas Jefferson Library,   Conference Room, 7415 Arlington Boulevard, Falls Church, VA. If you  have not been able to join me at any of my past community hours  sessions, I hope to see you tomorrow, Saturday, July 24.</div>

<h2><a name="restore">DEL. HERRING&#8217;S NOTE ON RESTORATION OF VOTING RIGHTS</a></h2>
<p><img id="ACCOUNT.IMAGE.43" class="alignleft" style="margin: 5px; border: 0pt none;" src="http://ih.constantcontact.com/fs045/1102444973536/img/43.gif" border="0" alt="Homeless Alliance" hspace="5" vspace="5" width="217" height="174" align="left" />Yesterday, the Voting Rights Restoration Working Group met before our final report to the Governor is presented in August.  The good news is that the Governor&#8217;s office has not failed to meet their commitment to restore voters&#8217; rights within 60 days of receiving a completed application.  There has been improved coordination between the Courts and the Governor&#8217;s office which has lead to a more speedy process and hundreds of applications being approved since April.  Given that there has been no change in the Constitution of Virginia allowing for the automatic restoration of voting rights, the movement on the Restoration of Voting Rights is commendable.  However, I am concerned with maintaining the status quo &#8211; allowing a Virginia Governor to have authority to determine the restoration of voting rights for individuals who have completed their sentences for non-violent felonies.  What happens to voting rights, four years from now, should we not have a Governor who does not desire to commit the resources to voting rights restoration for non-violent felons?  Under our current system, if a Governor decides not to restore voting rights, then there is no requirement to do so.  Therefore, I have always been a supporter of automatic restoration of voting rights.</p>
<p>In preparation of next year&#8217;s session, my office is surveying states which have automatic restoration of voting rights to determine if their process is more efficient in terms of the resources committed to determine a person&#8217;s eligibility and the time it takes for the process to be complete. <h2><a name="brac">BRAC UPDATE</a></h2>
<p><img id="ACCOUNT.IMAGE.56" class="alignright" style="margin: 5px; border: 0pt none;" title="BRAC" src="http://ih.constantcontact.com/fs045/1102444973536/img/56.jpg" border="0" alt="BRAC" hspace="5" vspace="5" width="228" height="190" />This week I met with Senator Warner, state legislators, City and County Officials regarding the Senator&#8217;s Study of Federal Funding for Transportation Improvements in BRAC cases which is being conducted by the National Academies Transportation Research Board.  As many of you are aware, the Defense Access Road Funding criterion outlines the following scenarios which will allow federal funding for road construction.</p>
<ul>
<li>The installation needs a new access road to accommodate the defense action</li>
<li>A defense action causes traffic to double</li>
<li>The installation needs a new or improved access road to accommodate a temporary surge in traffic to or from the installation due to a defense action</li>
<li>The installation needs a new or improved access road to accommodate special military vehicles such as heavy equipment or transport vehicles, or</li>
<li>The installation needs a road to replace one closed because of military necessity</li>
</ul>
<p>The problem is that it does not appear that the BRAC 133 will fit within any of these criteria. Therefore, I believe that a declaration by the Secretary of Defense that national security requires the construction is the only hope that we may have to get federal funding which I stressed at the meeting.</p>
<p>Also, please join us on Thursday, July 29, 7:30-9:00 pm for the first Northern Virginia BRAC Working Group.  VDOT will discuss VDOT&#8217;s Traffic Studies, Access Studies and the New Traffic Study that is about to be started for BRAC 133.  Department of Army will do a presentation of its TMP. <h2>The Transformation of Tysons </h2>
<p>The Comprehensive Plan Amendment to guide &#8220;The Transformation&#8221; or redevelopment of Tysons Corner was adopted by the Board of Supervisors on June 22<Sup>nd</Sup>. The new Plan orients future growth into eight separate districts around four Metrorail stations on the new Silver line. </p>
<p><span id="more-2437"></span></p>
<p>With a planning horizon of 20 years, the Plan calls for a &#8220;new downtown&#8221; for Fairfax County; a downtown where future growth can be accommodated in a denser, transit-oriented, more compact development pattern.  Parks, public spaces, public art, and vibrant residential mixed use elements are called for in the new Plan. </p>
<p>Adoption of the Plan marks the end of a unique collaborative planning process that has taken place over the past five years.  The Tysons Task Force, chaired by Clark Tyler, worked for four and a half years (beginning in the summer of 2005) to produce a Vision for the Transformation of Tysons in anticipation of the new Metro Stations.  The Vision is exciting and forward thinking. The thirty-six member Task Force consisted of representatives from throughout the County, including land owners, major employers, and community organizations. </p>
<p>In September 2008, the Task Force presented its Vision to the Board of Supervisors.  Our Board, chaired at the time by Gerry Connolly, voted unanimously to refer it to the Planning Commission for the development of detailed Comprehensive Plan text. </p>
<p>The Planning Commission&#8217;s Tysons Committee, chaired by Commissioner Walter Alcorn, has worked for almost two years to bring us to this point. All together, close to two hundred community meetings and workshops have been hosted.  The process has been one of inclusiveness, transparency and creativity and I am impressed with the recommendations that have resulted from it. </p>
<p>While adoption of the plan marked the end of one process, it is also a beginning. With adoption of the Plan, Fairfax County is moving forward on a long term strategy for accommodating future growth in Fairfax County; a Smart Growth pattern of development that is transit-oriented, walkable and environmentally sensitive.  The Tysons Plan language is not the end of the process – it represents a new lifestyle choice. The Plan is a long range tool for guiding change in Tysons.  It will also be a demonstration to guide other redeveloping areas of the County that can be served by transit. </p>
<h2>Fairfax County&#8217;s Asian Sisters </h2>
<p>From June 14<Sup>th</Sup> through June 20<Sup>th</Sup>, 2010, I visited Fairfax County&#8217;s Sister City, Harbin, in northern China. </p>
<p>Harbin became our Sister last year as part of a National Association of Counties trip to the Washington Metropolitan area.  Mount Vernon District Supervisor Gerry Hyland suggested the partnership when the District of Columbia, upon learning that Harbin is not a capital city, declined at the last minute to sign on to an agreement.  Harbin is known as The Ice City, and hosts a famous Ice Festival, with intricate ice carvings, during the winter months.  Costs for this trip were covered by the Harbin government and Visit Fairfax, which is funded entirely through a portion of revenue from hotel taxes.  I covered my own airfare. </p>
<p>Harbin is an up-and-coming city of ten million people in northern China, near Russia and Mongolia.  They have begun ambitious plans to redevelop a large area of the city north of the Songhua River.  Plans include Research and Development parks for IT, aviation, aerospace, navigation, automobiles and rail transport.  Members of our delegation included Supervisor Gerry Hyland and Visit Fairfax CEO Barry Biggar.  We were impressed that the Harbin government is building six bridges across the river – in three short years. </p>

<p>Harbin has thirty other Sisters, which means Fairfax County has gained many cousins throughout the world in addition to our Sister City in <strong>Songpa-gu, Seoul, Korea.  Future plans</strong> call for the establishment of <strong>teacher and student exchanges</strong> between our two Sisters.  A first group of three Fairfax County teachers are expected to be leaving to teach in Songpa-gu, Korea this summer.  All expenses for their trip will be paid for by the Songpa-gu government. Teachers from Songpa-gu will gain teaching experience in Fairfax County schools this winter and will be hosted in Fairfax County homes. </p>
<h2>Historic Bell Garden Ground Breaking Meadowlark Gardens</h2>
<p><a href="http://www.farmteam.org/wp-content/uploads/2010/07/Bulova-Byline-July-2010-revised_img_2.jpg"><img src="http://www.farmteam.org/wp-content/uploads/2010/07/Bulova-Byline-July-2010-revised_img_2.jpg" alt="" title="Bulova Byline July 2010 revised_img_2" width="320" height="240" class="alignleft size-full wp-image-2441" /></a></p>
<p>With over 35,000 residents of Korean descent, Fairfax County has one of the largest Korean-American populations in the United States.  The Korean-American community has made great contributions to Fairfax County in many ways.  With the creation of a Korean Bell Garden at Meadowlark Botanical Gardens, we all will have a place where we can learn and appreciate more about Korean culture. </p>
<p>This will be the first Korean Bell pavilion on the East Coast and the only Bell Garden in North America.  We owe the success of this effort to Ms Jeung Hwa Elmejjad-Yi, the Chair of the Korean-American Cultural Committee (KACC).  KACC had a vision for this place about five years ago and started looking around Fairfax County for the right location.  Supervisor Penny Gross played a critical role in introducing KACC to the Northern Virginia Regional Park Authority. </p>
<p>On Sunday, June 27<Sup>th</Sup>, I was joined by Supervisors Cathy Hudgins and Penny Gross as we broke ground for the traditional pavilion that will hold the large bell.  The pavilion is being built at the garden by carpenters from Korea who are trained in building traditional structures.  The pavilion, with its traditional loop roof design and hand carvings, will be in place within a few months.  The Bell is also being handcrafted by a bell maker in Korea and is considered a national treasure.  With images of herons, dogwoods and other natural flora and fauna that are present both in Virginia and Korea, this bell and pavilion will highlight the natural connections between Korea and Virginia.  This kind of massive bell has been crafted on the Korean peninsula since 700 A.D. </p>
<p>In addition to the bell and pavilion, this site provides the perfect place to build a traditional Korean garden around the bell, much like something you would find in an ancient Korean palace.  The terraced rocks, scenic views of the lake, meandering trails, and trees native to the Korean peninsula like maples and red pines, are all elements that would be common in a Korean garden. </p>
<p>The planning for this garden has attracted the help of some of the best artistic minds in the world.  Professor David Chung of the University of Michigan designed the bell and pavilion.  Professor Young-Sun Chung of Seoul University, an expert landscape architect, is currently working to refine the plans for the garden. </p>
<p>In addition to the artistic talent this project attracted, it has also enjoyed financial support from many in our community, without whom the project would not be possible.  And, we are deeply honored that the Republic of Korea has also contributed greatly to the success of this project that will symbolize the partnership between our two countries. </p>
<h2>Community Spotlight on Great Falls Citizens Association Cool Communities Project </h2>
<p>One of the reasons I am proud to represent Fairfax County is the engaged and innovative people who live here.  There are many fine examples of what Fairfax residents can achieve and this month, I want to take this opportunity to highlight the work being done by the Great Falls Citizens Association to improve energy efficiency and reduce carbon emissions from their homes and businesses. </p>
<p>For the past several months, the Cool Communities Carbon Reduction Project team has been researching techniques and solutions to improve energy efficiency.  It can be difficult for people to sort through all the information out there, but the program the Cool Community has created is straightforward and provides clear suggestions about what homeowners can do to reduce their energy consumption, and even it includes information about incentives to help get you started.  Once a property has scored 20 or more points on the Cool Communities checklist, it becomes a &#8220;Cool Neighbor&#8221;.  Reducing energy consumption also reduces energy bills for homeowners and businesses. </p>
<p>There are already over 200 households participating in this program, and the Great Falls Citizens Association hopes that more of their neighbors will continue to join to create a truly Cool Community.  The positive impact will continue to grow with each additional household that participates.  For more information you can call Mark Thomas in my office at (703) 324-2321. </p>

<p>I hope that you  are pleased           with my work ethic and approach to being the best  representative           that I can be for you in the Virginia General Assembly.  I           have tried to bring harmony to the political process and           find real solutions to the obstacles that come our way.  Since           session has adjourned this spring, I have been extremely busy  working           for the interests of all Virginians.   I participated in           the Governor&#8217;s Restoration of Rights Working Group providing           recommendations to make the restoration of rights process be  more           efficient; I created a Northern Virginia region Community BRAC           Working Group so that residents have a central place resource  for           information and coalition.  Along with the community and  Winkler           Preserve representatives, I worked to save the Winkler Nature           Preserve.    I was named Legislative Hero by the           League of Conservation Voters.</p>
<p>Your contribution will allow me to           continue to inform voters about what is happening in Richmond  as well as our community.</p>

<p>This 4th of July, we celebrate the             234th anniversary of our nation&#8217;s independence.  I am             proud of our country and the freedoms that we have             today.  For over 200 years Americans of every race,             religion, and creed have had the political courage to stand             up  for what they believe is best for our country.              While we may not all agree on every issue, the beauty of our  nation             is that we have a democratic process which allows us             to debate the issues and implement             policy.  Admittedly, there have been times when our             nation has hit bumps along the way but the important thing  is that             we have learned from our mistakes.  It truly is an honor to  be             elected to the oldest legislative body of our nation.</p>
<p>So, Happy Birthday America.  You  are             young and may you continue to grow.  I hope that you             all have a safe and happy 4th of July.</p>

<h2>OVER  900 NEW LAWS TAKE EFFECT IN             VIRGINIA             TODAY</h2>
<p>Today over 9000 new laws             take effect in Virginia.              You can read about this session&#8217;s highlight <a href="http://r20.rs6.net/tn.jsp?et=1103530478093&amp;s=1524&amp;e=001ZUtkwKhwijiORfUYgzanu1kHtaHTweWJJwF9eVVysinxOgKV23ADol9imOQeop3rmp3tObDrp2-pz4gCop3q8wx7pqOnV-hk_iANhXF0CCuNEPkCsJ230A==" target="_blank">here</a>, click             on the button that says &#8220;Session Highlights.&#8221;  Some             of them are as follows:</p>
<p><strong>Seat Belts: </strong> If a police officer finds a 16 or 17 year old             without a seat belt there will be a $24 fine.</p>
<p><strong>Teen Drinking and Driving: </strong> Courts are allowed             to suspend both the motor vehicle and driver&#8217;s license or  impose a             driving curfew for persons under 18 twice convicted of  underage             drinking.</p>
<p><strong>The &#8220;Move Over&#8221; Law. </strong>Drivers must pull aside for tow             truck drivers and highway maintenance workers, giving them  extra             protection when they&#8217;re working.  Virginia joins 38 other  states             which currently have the same law.</p>
<p><strong>Tasting Events at ABC Stores. </strong> Alcohol and Beverage             Control stores are permitted to host tasting events under  certain             circumstances.</p>
<h2>THE  1ST NORTHERN              VIRGINIA COMMUNITY BRAC WORKING GROUP MEETING             SCHEDULED FOR JULY 29, 2010</h2>
<p><a href="http://www.farmteam.org/wp-content/uploads/2010/07/56.jpg"><img class="alignleft size-thumbnail wp-image-2431" title="56" src="http://www.farmteam.org/wp-content/uploads/2010/07/56-150x150.jpg" alt="" width="150" height="150" /></a>The new             BRAC facilities around the area undoubtedly will cause             unprecedented traffic delays in the Northern              Virginia area.   The I-395 corridor will             serve five major military sites.  Among them, Mark Center             in Alexandria             which will have 6,400 new workers and  the EPG and Ft.  Belvoir             Main Post which will have 14,000 new workers in the next             year.  As I visited with different civic groups in Northern  Virginia, I realized that there was             no central group where all residents can meet, have  presentations,             discussions and brain storm on ideas regardless of their  physical             boundaries.   It is time that we all come together,             regardless of what county or city in which our home sits,  and come             up with a clear area wide strategy.</p>

<h2><strong>IMPORTANT INFORMATION ON  FAMILY             EMERGENCY PLANS FROM THE ASSISTANT TO THE GOVERNOR ON  COMMONWEALTH             PREPAREDNESS</strong></h2>
<p>This week,             I received the following messages from the Governor&#8217;s  office.              It is important that you&#8217;re your family and friends are  prepared             for the hurricane season.  Please read and share this             information with others.</p>
<p><strong><em>It Only Takes One             &#8230;</em></strong></p>
<p>Hurricane             predictors say that the 2010 season will be very busy.  But  it             only takes one tropical system to cause extensive, expensive  damage             from surging water, high winds, tornadoes and inland             flooding.  Every Virginia             family should get ready now.</p>
<p>Every home             should have these essentials: a family emergency plan,  three-days             of bottled water and non-perishable food, a battery-powered  or             hand-crank radio to hear emergency information, and extra             batteries.</p>
<p>Make a             family emergency plan.  If you had to leave, know in advance             where you would go and where you could take your pets.</p>
<p>Identify             several places you could stay in an emergency &#8211; perhaps a  friends&#8217;             home in another town, a hotel or public shelter if  necessary.</p>
<p>Choose an             out-of-town friend or relative as a family point of contact,  and be             sure every family member has that person&#8217;s phone number.</p>
<p><strong>Go to <a href="http://www.readyvirginia.gov/" target="_blank">www.ReadyVirginia.gov</a> for family plan worksheets.              Click on Make a plan.</strong></p>
<p>Get             essential emergency supplies. <p>Listen to             emergency information from officials.  In case there is no             power, you will need a battery-powered radio and extra             batteries.  Listen to local media for the best information             about your area.  Consider purchasing a battery-powered or             hand-crank radio with a weather band so you can get  information             directly from the National Weather Service.</p>
<p>Also, be             aware that flooding is the most common disaster in Virginia,             and it is costly.  Just an inch or two of water in a home or             business adds up to about $8,000 in repairs.  Homeowners&#8217;             insurance policies don&#8217;t cover flooding, so talk to your  agent now             about flood insurance.  It usually takes about 30 days for a             new flood policy to go into effect.  See <a href="http://r20.rs6.net/tn.jsp?et=1103530478093&amp;s=1524&amp;e=001ZUtkwKhwijjBg_l3ojBU09hLWHlqXQRv-9-RSPNhJy3CZqyEEb43EKKzwNkHKnvPvMc4gVoJX1dm8iTbQGonv5QIJ44Ow0j37aghZshDeDp1GvU-uxDVqg==" target="_blank">www.floodsmart.gov</a> or call 1-800-427-2419.</p>
<p>Is your             family ready for hurricane and flood season?</p>
<p><strong><em>Families who are             ready recover faster</em></strong></p>
<p>Although             meteorologists can&#8217;t predict exactly how tropical systems  and             hurricanes will affect Virginia             this year, there is one prediction that will come true:  families             who are ready will recover much better and faster than those  who             are not.</p>
<p>Everyone             should be prepared to be self-sufficient for at least the  first 72             hours after a storm hits.  Every home should have at least             four basic items:</p>
<p>A family             emergency plan</p>
<ul>
<li>Three days&#8217; of bottled water (one gallon per             person per day)</li>
<li>Three days&#8217; of non-perishable food</li>
<li>A hand-crank or battery-powered radio with             extra batteries for listening to emergency information from  local             media and officials</li>

<div>It is a  privilege to  represent and serve the people  of the 36th Senatorial  District of  Virginia. Much of the 2010 General  Assembly Session was spent working to  close a large budget gap due to the loss in receipts  coming into the state  treasury. We were forced to make about$4.2 billion  in reductions.  Last year federal economic stimulus  dollars helped prevent our  being forced to make many deep  cuts in core state services.  This year we weren’t quite as  lucky. Many  members of the General  Assembly refused to consider any tax or fee  increases,  although a few  increases managed to pass in  budget  negotiations.</div>
<div>I am  particularly pleased that the General Assembly members in Northern Virginia worked in a  bipartisan manner to unfreeze the Local Composite  Index (LCI), the formula by  which the state  funds local schools. This  saved about $61 million in  education funding for Fairfax County and  $22.6 million for Prince William County.</div>
<div>A detailed  update on  legislation actions and the budget are enclosed in this newsletter. I hope you will find this  information helpful.Your input  and participation are important.  Please continue to contact me about  issues of concern on matters affecting  our District and Commonwealth. I will  continue to work to protect the rights and  needs of all of you  and for  responsible fiscal management of our  Commonwealth.</div>

<div><strong>Governor’s Commission on Government Reform</strong><br />
Governor Bob McDonnell’s commission on government reform will be meeting soon to consider ways to make certain government agencies operate more efficiently. This commission will include privatizing the state owned liquor or ABC (Alcohol and Beverage Control) Stores. I am the chair of the Senate Committee that will consider this legislation. The ABC stores now provide about $110-120 million in profit annually that goes into the General Fund (GF). $75 million of this money is earmarked for substance abuse and mental health programs. The remainder goes for education and public safety. We will wait to learn what recommendations the Governor’s commission will make and how they will impact the Commonwealth financially. Please let me hear your thoughts in this area.</div>

<div><strong>2010 Legislative Accomplishments</strong></div>
<div>Following are some of the successful bills that I introduced this session:</div>
<div>
<p>SJ 13 and SB 31: Constitutional Amendment, property tax exemptions for certain veterans—SJ 13 was passed for the second year in a row as required by Virginia law to allow placement on the ballot for a vote. It directs the General Assembly to exempt from taxation real property that is the principal residence of a veteran (or widow or widower of a veteran) if the veteran has been determined by the United States Department of Veterans Affairs to have a 100 percent service-connected, permanent, and total disability. SB 31 provides for a referendum at the November 2, 2010 election to approve or reject this Constitutional Amendment.</p>
</div>
<div>SB 222: Land use proposals exempts localities and citizens groups from payment of certain Virginia Department of Transportation (VDOT) fees—This allows VDOT and local governments to come together to work out agreements on the traffic impact that certain land use proposals may have. This would exempt fees from being imposed on citizens’ groups, neighborhood associations or other non-profit groups when they propose comprehensive planning amendments. (This bill was requested by the Mount Vernon Council of Citizens Associations.)</div>
<div>SB 25: Using transportation district trains without a valid ticket—Rewrites the Virginia code section that punishes unlawfully riding on a transportation district train without a valid ticket. It would make failure or refusal to pay the posted fare, or failure to properly validate a train ticket, as a Class 4 misdemeanor. Use of a fraudulent or counterfeit ticket would be a Class 2 misdemeanor. The bill limits the amount of recoverable costs to the amount of the maximum fine. (VRE has lost over $100,000 because of fraudulent tickets.)</div>
<div>SB 2: Allows for criminal background checks including fingerprinting of applicants and employees of public transit services —(This bill was requested by the Potomac and Rappahannock Transportation Commission.) Three people were involved in a shooting in Prince William County resulting in one death. It was discovered one of the transit employees involved had a criminal record. Criminal background checks including fingerprinting will now be required.</div>

<h2>VIRGINIA&#8217;S GIRLS STATE, AN AWESOME EXPERIENCE</h2>

<p>Yesterday, I was honored to speak with over 150 students at the Virginia Girl&#8217;s State at Longwood  University during a session.  I shared my experience growing up in Fairfax County and my path to public service.  Afterward, we had a question and answer session.  I was impressed by the depth of knowledge that these young women have with respect to Virginia Policy.  Among the topics of discussion were:home schooling; the Chesapeake Bay Act; Virginia&#8217;s budget; and metro rail to Dulles; and funding to fix a damaged school in Blacksburg Virginia.</p>
<p>The second highlight of the day was having lunch with seven of the students.  We talked about their aspirations and steps they plan to take to achieve their goals.  There should be no doubt that if we are so lucky that these young women decide to make their homes in Virginia as adults, Virginia will be a very strong state.  Our future is certainly bright. </p>
<h2>DELEGATE HERRING ATTENDS CRIME COMMISSION&#8217;S FIRST PROTECTIVE ORDER WORKING GROUP</h2>
<p><img src="http://ih.constantcontact.com/fs045/1102444973536/img/43.gif" alt="IWOJIMA" name="ACCOUNT.IMAGE.43" width="207" height="166" border="0" align="left" id="ACCOUNT.IMAGE.43" hspace="5" />This past Tuesday, the Virginia State Crime Commission held its first Protective Order Working Group meeting.  Seven bills were referred from the General Assembly for study including Delegate Herring&#8217;s bill <a href="http://leg1.state.va.us/cgi-bin/legp504.exe?ses=101&#038;typ=bil&#038;val=HB453" target="_blank" track="on" shape="rect" linktype="link">HB 453</a>.  Her bill would allow a police officer to serve an emergency protective order during a subject stop such as a traffic stop.  &quot;The first meeting seemed very productive&quot;, said Delegate Herring.  &quot;The Working Group reviewed all the bills referred and had a free exchange of ideas about the benefits and challenges that each bill had.&quot;  Additionally, there was a discussion about making changes to the Virginia Code so that all of the laws regarding protective orders are in one section instead of scattered through-out the Code.</p>

<h2>A FATHER&#8217;S DAY MESSAGE</h2>
<p> I wanted to take this time to wish all fathers a Happy Father&#8217;s Day.  My father has certainly been an influence in my life.  He served in the US Army for over 20 years.   Because of his work, we moved every two to three years.  As a result, I have seen many parts of this country.  Also, I certainly had to learn to make friends quickly and adapt to any situation in which I found myself.  My father taught me to keep updated with current events and politics.  I fondly recall often watching the evening news with Walter Cronkite with him as well as the famous Nixon address at the beginning of the Watergate crisis. (Yes, I was under 5 years old at the time&#8211;but he believed a child can never start too early to learn about world events). </p>
<p>So, to my Father and all fathers, I wish you all a Happy Father&#8217;s Day.  And Dad, I hope that this Sunday finds you on the golf course! </p>
<h2>VIRGINIA ON TARGET FOR BUDGET SURPLUS</h2>
<p><img src="http://ih.constantcontact.com/fs045/1102444973536/img/43.gif" alt="IWOJIMA" name="ACCOUNT.IMAGE.43" width="207" height="166" border="0" align="left" id="ACCOUNT.IMAGE.43" /> <br />
  There is actually good news to report about Virginia&#8217;s economy.  Our May revenue collections exceeded projections.  Virginia forecasted a 2.3% revenue decline for General Fund revenues.  Collections actually only declined by .2%.   Additionally, sales and use tax collections increased in May by 6.5% and by 7.3% in April.  If Virginia collects $1.37 billion in General Fund revenues (which is not unrealistic), Virginia will have a surplus.  The General Fund pays core state government services such as aid to public education, health care and public safety.</p>
<p>One of the most significant votes that a Virginia legislator takes is on the budget.  I voted for the 2010-2011 biennium budget.  As I have explained in the past, there were several reasons that I believed that the bi-partisan proposed budget was fiscally sound.  Here are a few:   First, it did not raise taxes during this time of recession.  Second, it included financial incentives to invigorate the economy by promoting small businesses and industries in Virginia.  Third, it included a budget amendment which I co-sponsored along with other Northern Virginian legislators to ensure that our public schools got their proper share of state funding.  Fourth, and perhaps most importantly, the budget minimized cuts (as much as possible) to our important safety net programs, including funding for the homeless programs which I fought for during the 2010 session.</p>
<p>I await the revenue collection numbers for June 2010.  I am hopeful that we stay on course and hit our target.  If we do, state employees (excluding legislators of course) will receive a 3% bonus.  They have not received a pay increase since 2006. </p>
<h2>UPDATE ON BRAC-133 AT THE MARK CENTER</h2>
<p>Traffic and congestion hitting our neighborhoods have certainly been a concern for the BRAC facility at the Mark Center.  A proposed Traffic Management Plan (TMP) has been released <a href="http://r20.rs6.net/tn.jsp?et=1103488976555&amp;s=1524&amp;e=001ucPBQU5CX4dlsmHgVmo46f9Lc0OyCAKidFVgty5Ucte_D_ybaYK4EzHkuG8if5GxqrYfCu_NioU-WUWsSCOway0OnTcW9v7EeCbH0j7PNxb7uQQfBlsdZw==" target="_blank" track="on" shape="rect" linktype="link">to view</a>.  In an effort to thwart as much negative impact as possible, Congressman Moran has included language in the  FY&#8217;11 Defense Authorization bill which requires that the Department of Defense (DoD) receive Congressional approval for a detailed TMP that would prevent service levels at six key intersections near the facility from being negatively affected.  Next, the DoD would be required to complete construction of the transportation such as access roads and ramps before a limited parking cap can be lifted. </p>

<h2>DEL. HERRING DESIGNATED VA&#8217;S POINT PERSON FOR NFWL&#8217;S DEEPWATER HORIZON SPILL COALITION</h2>
<p>The National Foundation of Women Legislators (NFWL) has formed a coalition of a select group of elected women leaders, industry experts, and officials from across the nation to address the Deepwater Horizon Spill.  Delegate Herring is serving as point-person to the NFWL Deepwater Horizon Spill Coalition for Virginia.  &#8220;This issue affects more than just the Gulf  States.  It affects Virginia and the entire realm of the energy industry in this Country.  I must do something,&#8221; said Delegate Herring. </p>
<p>&#8220;I want to get the word out to my constituents and any industry expersts in the state &#8211; if you have a solution that will aid in this effort, let me know, contact my office right away at <a href="mailto:DelCHerring@house.virginia.gov" target="_blank">DelCHerring@house.virginia.gov</a>,&#8221; Delegate Herring continued.  &#8220;As I receive communication from the concerned Virginians who want to do their part to help, I will filter through them and get those that are viable to the highest level officials as quickly as possible through the coalition.&#8221; </p>

<h2>DELEGATE HERRING WILL PARTICIPATE ON VIRGINIA  STATE CRIME COMMISSION&#8217;S PROTECTIVE ORDER WORK GROUP</h2>
<p><a href="http://www.charnieleherring.com/" target="_blank"><img src="http://ih.constantcontact.com/fs045/1102444973536/img/43.gif" alt="IWOJIMA" name="ACCOUNT.IMAGE.43" width="207" height="166" border="0" align="left" id="ACCOUNT.IMAGE.43" /></a></p>
<p>During the 2010 session, Delegate Herring successfully patroned <a href="http://leg1.state.va.us/cgi-bin/legp504.exe?ses=101&#038;typ=bil&#038;val=hb458" shape="rect" target="_blank">HB 458</a> which removes a requirement that attorney&#8217;s receive approval from a  court to subpoena witnesses to get a protective order for their clients.  The new law goes into effect July 1, 2010.  She also patroned <a href="http://leg1.state.va.us/cgi-bin/legp504.exe?ses=101&#038;typ=bil&#038;val=hb453" shape="rect" target="_blank">HB 453</a> to increase the rate of service of emergency protective  orders.  &quot;Law enforcement officers have expressed concern that many times,  during a subject stop, when they check an identity of a subject  they discover that an emergency protective order has been  issued. However, these officers are not able to constitutionally  hold the subject at the stop while they wait for back-up to bring the emergency protect order to serve on the subject,&quot; said Delegate Herring.  &quot;My bill would transcend that hurdle,&quot; she continued.</p>
<p>The process for protective orders has come under scrutiny since  the death of University  of Virginia student Yardely Love.  The Virginia State Crime Commission decided to review Virginia&#8217;s protective order process before her murder.  &quot;Generally,  Virginia has had a good reputation of protecting victims of crime.  I am proud to be at the table as we analyze and decide how to  make the protective order process better in our state,&quot; said Delegate Herring.</p>
<h2>DEL. HERRING SLATED TO  GIVE KEYNOTE ADDRESS AT LUNCHEON FOR THE NATIONAL CONFERENCE TO  END HOMELESSNESS JULY 14</h2>
<p>On July 13-14, 2010, the National Alliance to End Homelessness will  host at least 1,000 participatns from across the nation in  Washington, DC to discuss how partnerships can be formed to build upon the movement to end  homelessness. Participants will include developers, service providers, foundations, mental health professionals, welfare  adminisartors and elected officials.</p>
<p>&quot;I am honored to have been invited to address leaders from across  the nation about homelessness and to share my thoughts about  ending homeless ens in our nation,&quot; said Delegate Herring. &quot;There is no doubt that many are suffering in our nation,  from middle class families and those who are in poverty.  One of the key factors in ending homelessness is prevention.  This can happen with efficient coordination between private  enterprises and the government,&quot; she continued.  </p>
<p>During the 2010 legislative session, Delegate Herring sponsored  legislation to remove people from a state of homelessness to housing.  She successfully fought to limit proposed cuts to homeless programs. </p>

<p>&quot;One of the most troubling aspects of homelessness in our nation  is that the largest homeless populations are children and veterans. Our country can do better when it comes to those who  represent our future and those who have fought for our freedom,&quot; said Delegate Herring. </p>
