Joan Foster was elected to Lynchburg City Council in 2002 and served as Vice Mayor from 2004‐2006. She was first elected Mayor in 2006 and will complete her second term as Mayor in June 2010. Joan is currently seeking a third term as an At‐Large member of Council in the upcoming May 4th election.

Highlighting her key initiatives for another term Joan is focused on the continued support of the Lynchburg Public Schools, supporting the strong economic development work done by the City, improving the infrastructure within the community, and preserving the quality of life enjoyed by the citizens of Lynchburg.

Joan holds a Master of Education in Special Education, a Master of Arts in Teaching, and a B.A. in Elementary Education, all from Lynchburg College. She was employed as a public school teacher for 10 years before moving into her role at the Family Alliance, a non‐profit, United Way agency which serves families in need throughout Central Virginia. She has been its Chief Operating Officer (COO) since being promoted in 2000. Joan sees her role as primarily encouraging Central Virginia youth and families to make responsible choices through the influence of the Alliance’s many prevention programs. She has been married to her husband, Robert (Bobby), for 41 years. They have 3 grown children, and 3 grandchildren.
