<div>My  Community Drop-In Hours have been very helpful for me, as I hope they  have been for you. During one of the sessions, I was joined by Mason  District School Board Member Sandy Evans. And at a another session, I  was joined by Providence District School Board Member Patty Reed.</div>
<div>One issue raised by a constituent was  determining what opportunities there are for minority voices to be heard  by the General Assembly.  We talked about some general ideas and  opportunities, and I also suggested that a larger group make an  appointment or just stop in at another community hours meeting so that  we can discuss more specific actions that can be accomplished. Other  issues raised have included:</div>
<div>
<ul>
<li>school construction funding;</li>
<li>legal forms of a civic association, homeowners association and community association;</li>
<li>the impact of different pieces of legislation that went into effect on July 1;</li>
<li>state regulation of HS credits; and,</li>
<li>how Virgina is going to increase its college graduation numbers.</li>
</ul>

<div>I am having another community hours session tomorrow, Saturday, July 24, from 10am to 12pm, at the Thomas Jefferson Library,   Conference Room, 7415 Arlington Boulevard, Falls Church, VA. If you  have not been able to join me at any of my past community hours  sessions, I hope to see you tomorrow, Saturday, July 24.</div>
<div>You do not need to make an appointment to meet with me; just come anytime between 10am and noon.   I will be happy to go over new legislation, take suggestions for next  session, or help with any other issue related to state government that  may be on your mind.</div>

<h2><a name="restore">DEL. HERRING&#8217;S NOTE ON RESTORATION OF VOTING RIGHTS</a></h2>
<p><img id="ACCOUNT.IMAGE.43" class="alignleft" style="margin: 5px; border: 0pt none;" src="http://ih.constantcontact.com/fs045/1102444973536/img/43.gif" border="0" alt="Homeless Alliance" hspace="5" vspace="5" width="217" height="174" align="left" />Yesterday, the Voting Rights Restoration Working Group met before our final report to the Governor is presented in August.  The good news is that the Governor&#8217;s office has not failed to meet their commitment to restore voters&#8217; rights within 60 days of receiving a completed application.  There has been improved coordination between the Courts and the Governor&#8217;s office which has lead to a more speedy process and hundreds of applications being approved since April.  Given that there has been no change in the Constitution of Virginia allowing for the automatic restoration of voting rights, the movement on the Restoration of Voting Rights is commendable.  However, I am concerned with maintaining the status quo &#8211; allowing a Virginia Governor to have authority to determine the restoration of voting rights for individuals who have completed their sentences for non-violent felonies.  What happens to voting rights, four years from now, should we not have a Governor who does not desire to commit the resources to voting rights restoration for non-violent felons?  Under our current system, if a Governor decides not to restore voting rights, then there is no requirement to do so.  Therefore, I have always been a supporter of automatic restoration of voting rights.</p>
<p>In preparation of next year&#8217;s session, my office is surveying states which have automatic restoration of voting rights to determine if their process is more efficient in terms of the resources committed to determine a person&#8217;s eligibility and the time it takes for the process to be complete. <h2><a name="brac">BRAC UPDATE</a></h2>
<p><img id="ACCOUNT.IMAGE.56" class="alignright" style="margin: 5px; border: 0pt none;" title="BRAC" src="http://ih.constantcontact.com/fs045/1102444973536/img/56.jpg" border="0" alt="BRAC" hspace="5" vspace="5" width="228" height="190" />This week I met with Senator Warner, state legislators, City and County Officials regarding the Senator&#8217;s Study of Federal Funding for Transportation Improvements in BRAC cases which is being conducted by the National Academies Transportation Research Board.  As many of you are aware, the Defense Access Road Funding criterion outlines the following scenarios which will allow federal funding for road construction.</p>
<ul>
<li>The installation needs a new access road to accommodate the defense action</li>
<li>A defense action causes traffic to double</li>
<li>The installation needs a new or improved access road to accommodate a temporary surge in traffic to or from the installation due to a defense action</li>
<li>The installation needs a new or improved access road to accommodate special military vehicles such as heavy equipment or transport vehicles, or</li>
<li>The installation needs a road to replace one closed because of military necessity</li>
</ul>
<p>The problem is that it does not appear that the BRAC 133 will fit within any of these criteria. Therefore, I believe that a declaration by the Secretary of Defense that national security requires the construction is the only hope that we may have to get federal funding which I stressed at the meeting.</p>
<p>Also, please join us on Thursday, July 29, 7:30-9:00 pm for the first Northern Virginia BRAC Working Group.  VDOT will discuss VDOT&#8217;s Traffic Studies, Access Studies and the New Traffic Study that is about to be started for BRAC 133.  Department of Army will do a presentation of its TMP. 			<content:encoded><![CDATA[<p>Recently, a spokesperson for Congressman Rob Wittman of the 1st District of Virginia made a controversial statement about his opponent, Krystal Ball. In referring to Mrs. Ball, the Wittman campaign described her as &#8220;cute&#8221; stating, &#8220;As cute as our opponent may think she is&#8230;&#8221;</p>
<p>Today, Susan Platt, a founding member of The Farm Team said, &#8220;It is regrettable that Rob Wittman&#8217;s campaign feels it is acceptable to degrade the Democratic Nominee for Congress for the First Congressional, who happens to be a woman, in such a manner.&#8221; </p>
<p>Platt continued, &#8220;Krystal is running a smart, issue-oriented campaign and should be treated with respect.  Not only is it disrespectful to Mrs. Ball, but to the many other women across Virginia who expect more from their elected officials.  We hold our leaders to a higher standard.  That&#8217;s why we&#8217;re supporting Krystal Ball for Congress.&#8221;</p>
<p>The comments were in response to a recent online video, <a href="http://www.ontheroadwithrob.com">www.ontheroadwithrob.com</a>, where Congressman Rob Wittman is challenged on his voting record and his lack of accessibility to his constituents in the 1st district of VA.  </p>
